Lagos Assembly Advances Tenancy Bill to Regulate Landlord–Tenant Relations

July 11, 2025 | Lagos — The Lagos State House of Assembly has successfully passed the second reading of the Lagos Tenancy Bill, a proposed law designed to clearly define and regulate relationships among landlords, tenants, and estate agents across the state .

Titled “A Bill for a Law to Regulate the Relationship between Landlords and Tenants in Lagos State Including the Procedure for the Recovery of Premises and for Connected Purposes,” the legislation seeks to bring order and transparency to housing matters. It standardises tenancy agreements, clarifies payment structures—offering tenants options for monthly or annual rentals—and codifies eviction notice procedures to prevent arbitrary eviction .

During the plenary session, several members highlighted the bill’s inclusivity:

Sa’ad Olumoh (Ajeromi‑Ifelodun I) praised its potential to bring harmony to tenancy dealings.

Aro Moshood (Ikorodu II) called for a dedicated enforcement body to curb illegal rent hikes.

Stephen Ogundipe (Oshodi‑Isolo I) and Femi Saheed (Kosofe II) commended its broad scope—from agent regulation to rent timelines.

Ajayi Oladele (Ibeju‑Lekki II) noted it would resolve disputes commonly caused by estate agents.

Omolara Olumegbon (Lagos‑Island I) emphasised its clarity on eviction processes and rent timelines .

Speaker Mudashiru Obasa underscored the importance of balancing landlord and tenant needs—citing challenges faced by tenants reliant on end-of-year bonuses and the need for landlords to generate income amid rising costs .
