Effective April 29, 2025, the Saudi Ministry of Interior implemented measures to control the influx of pilgrims and ensure the safety and sanctity of the Hajj pilgrimage. Security checkpoints have been established on all major routes leading to Makkah to enforce these regulations. Individuals found attempting to enter the city without the requisite permits face penalties, including fines up to SR20,000, deportation, and a ban from re-entering the Kingdom for up to 10 years .

Furthermore, the Ministry of Tourism has mandated that all hospitality establishments within Makkah verify the Hajj permit status of their guests. Accommodating individuals without valid permits is strictly prohibited, with violators subject to substantial fines and potential legal action .
