Mataf Falls Silent as Saudi Arabia Enforces Strict Hajj Entry Regulations

The Mataf—the sacred white-marble area encircling the Kaaba in Masjid al-Haram—has taken on an uncharacteristically tranquil appearance as Saudi Arabia enforces stringent entry restrictions to Makkah ahead of the 2025 Hajj season. This development follows the Kingdom’s directive limiting access to the holy city exclusively to individuals holding valid Hajj permits, residents with Makkah-issued residency, or those with official work authorizations.​

Effective April 29, 2025, the Saudi Ministry of Interior implemented measures to control the influx of pilgrims and ensure the safety and sanctity of the Hajj pilgrimage. Security checkpoints have been established on all major routes leading to Makkah to enforce these regulations. Individuals found attempting to enter the city without the requisite permits face penalties, including fines up to SR20,000, deportation, and a ban from re-entering the Kingdom for up to 10 years .​

Furthermore, the Ministry of Tourism has mandated that all hospitality establishments within Makkah verify the Hajj permit status of their guests. Accommodating individuals without valid permits is strictly prohibited, with violators subject to substantial fines and potential legal action .​

These stringent measures have been implemented to preserve the sanctity of the Hajj pilgrimage and ensure the safety and well-being of all participants. Authorities urge all intending pilgrims and visitors to comply with the new regulations and to obtain the necessary permits through official channels before attempting to enter Makkah.​

The current restrictions will remain in effect until June 10, 2025, coinciding with the conclusion of the Hajj season. The Saudi government continues to emphasize the importance of compliance with these measures to facilitate a safe and spiritually fulfilling pilgrimage for all authorized participants.​
