China Calls for Global AI Governance Framework, Offers to Share Technological Advances

Beijing, July 26, 2025 — The Chinese government has proposed the establishment of a global artificial intelligence (AI) governance body aimed at promoting responsible development and ethical use of AI technologies across international borders.

Speaking at a high-level multilateral technology summit held in Beijing, Chinese officials emphasized the urgency of forming a unified global framework to regulate AI innovation, ensure data security, and prevent misuse. They warned that the absence of such governance poses significant risks to global stability, digital equity, and international trust.

China’s Ministry of Science and Technology revealed that the proposed AI governance structure would prioritize inclusiveness, fairness, and transparency, allowing nations—regardless of their development status—to contribute to and benefit from global AI advancements.

Furthermore, Beijing expressed readiness to collaborate and share key AI innovations, including machine learning algorithms, smart manufacturing systems, and healthcare-based applications, especially with developing countries. The government said this gesture is part of China’s broader commitment to narrowing the global digital divide and promoting technological equity.

Experts noted that China’s proposal could reshape the global discourse on AI governance and may pose a counter-narrative to Western-led regulatory models. However, they added that successful implementation will depend on mutual trust, clear legal standards, and international cooperation.

The proposal comes amid growing global concerns over AI safety, misinformation, data privacy, and the role of big tech in shaping public behavior.
