Copyright Commission Seeks NCC Support to Fight Online Piracy

Abuja, July 10, 2025 — The Nigerian Copyright Commission (NCC) has formally requested collaboration with the Nigerian Communications Commission (NCCom) to strengthen efforts against online piracy, particularly concerning digital content distribution.

In meetings held this week, NCC Director‑General Dr. John Asein emphasised the growing threat of unauthorised digital copying and urged cooperation on regulation, detection, and enforcement. He noted that while the Copyright Act addresses infringement, it lacks provisions tailored to the complexities of internet-based piracy.

Dr. Asein proposed the creation of a digital piracy task force between the two commissions to monitor websites, block illegal streaming platforms, and impose penalties through coordinated regulation. He recommended:

Data‑sharing protocols to identify repeat infringers

Joint takedown operations targeting piracy hubs

Public awareness campaigns to inform users about rights protection.

Supporters of the initiative pointed to Nigeria’s success with WIPO-backed campaigns earlier this year, which empowered stakeholders and created technical tools to curb online piracy—especially in Nollywood and music sectors .

Dr. Asein further stressed the need for regulatory backing from NCCom to enforce takedown notices and block domains operating illegally. He also highlighted existing partnerships with agencies like the Customs Service aimed at controlling physical and digital piracy .

NCCom representatives received the proposal positively and pledged to review how current telecom regulations could support anti‑piracy efforts. They noted that amendments might be needed in the Cybercrime Act or NCC regulations to provide stronger enforcement powers.
