FG, Borno Govt, UNHCR Sign 4 MOUs to Empower Vulnerable Persons in Borno

Maiduguri, Borno State – June 17, 2025
In a significant move to boost humanitarian support and long-term recovery efforts in the North-East, the Federal Ministry of Humanitarian Affairs, the Borno State Government, and the United Nations High Commissioner for Refugees (UNHCR) have signed four Memoranda of Understanding (MOUs) to support vulnerable populations across the state.

The agreements, signed in Maiduguri, focus on skills development, economic empowerment, and the rehabilitation of vocational training centres, targeting internally displaced persons (IDPs), returnees, and host communities affected by years of insurgency.

According to the Ministry, the MOUs will facilitate the implementation of people-centered programmes designed to provide sustainable livelihoods and reintegrate displaced individuals into the local economy.

“These agreements mark a critical step in restoring dignity and self-reliance to thousands of displaced and vulnerable Nigerians,” said a representative from the Ministry.

Borno State Governor, Professor Babagana Umara Zulum, commended the collaborative effort, stating it aligns with the state’s post-insurgency recovery blueprint and ongoing peace-building initiatives.

The UNHCR Country Representative noted that the partnership reflects a shared commitment to rebuilding lives through resilience, not just relief.
