The Saudi Traffic Department has announced that, beginning from the 5th of Dhu al-Hijjah, unauthorized vehicles will be strictly prohibited from entering the holy sites of Mina, Arafat, and Muzdalifah as part of intensified measures to ensure smooth traffic flow and maintain order during the 2025 Hajj pilgrimage.
According to the department, this regulation is part of broader operational strategies to enhance security, safety, and mobility for the millions of pilgrims expected to converge in the Kingdom for Hajj 1446 AH.

Only vehicles with official Hajj permits, service tags, or authorized transport accreditation will be allowed access to the designated sacred areas. This decision aligns with Saudi Arabia’s continuous efforts to streamline pilgrimage logistics and prevent congestion that typically accompanies the peak period of Hajj.
Authorities are urging the public, especially drivers and service providers, to comply with the directive to avoid penalties, including fines, impoundment of vehicles, and possible legal actions.
In a statement, the Traffic Department emphasized that multiple checkpoints and surveillance units will be deployed around the entry points to monitor compliance, and violators will face zero tolerance enforcement.
The directive comes as part of the Saudi government’s ongoing strategy to improve the Hajj experience, prioritizing the welfare, movement, and spiritual focus of pilgrims across the holy sites.
