Heads of Civil Service from 36 States and FCT Convene in Abuja for ECM Implementation Briefing

ABUJA — In a concerted push to deepen digital governance and streamline public administration across Nigeria, Heads of Civil Service from all 36 states and the Federal Capital Territory (FCT) gathered in Abuja on Tuesday, June 25, 2025, for a comprehensive presentation on the Enterprise Content Management (ECM) system—a key component of ongoing public sector reforms.

The engagement, organised by the Office of the Head of the Civil Service of the Federation (OHCSF), is part of efforts under the Federal Civil Service Strategy and Implementation Plan (FCSSIP 2021–2025) to digitise records, improve workflow efficiency, and enhance institutional memory across the service.

Delivering the keynote address, Dr. Folasade Yemi-Esan, Head of the Civil Service of the Federation, emphasised the need for synergy between the federal and state civil service structures in adopting technology-driven solutions to improve service delivery and accountability.

“The Enterprise Content Management system is not just a tool for digital archiving; it is a gateway to a smarter, more efficient, and transparent civil service,” she said. “By embracing ECM across all tiers of government, we are laying the foundation for a fully integrated, paperless, and citizen-focused administration.”

The presentation showcased the scope and technical functionalities of the ECM platform, including secure document digitisation, automated workflows, cloud-based storage, and real-time access to institutional records. The system is currently being rolled out across federal Ministries, Departments, and Agencies (MDAs), with provisions for state-level integration.

Technical experts from the OHCSF walked the state delegates through implementation strategies, change management protocols, and data security measures, while also highlighting cost-saving benefits and productivity gains.

Representatives of the 36 state civil service commissions expressed appreciation for the initiative and pledged their commitment to domesticate the ECM system, stressing its relevance in eliminating administrative bottlenecks and promoting efficient governance.

The event featured interactive sessions, knowledge exchange, and hands-on demonstrations. It also opened the door to future partnerships between states and the federal government for co-financing digital reforms and staff training.

The move marks a significant step in aligning public sector operations across the federation with global best practices in e-governance and public administration.
