Kogi Govt Fast-Tracks Reforms Under $750m World Bank SABER Programme to Boost Business Climate

Lokoja, Kogi State – June 29, 2025 

The Kogi State Government has reaffirmed its commitment to accelerating key economic reforms under the $750 million World Bank-backed State Action on Business Enabling Reforms (SABER) programme, as part of efforts to improve the ease of doing business across Nigeria.

Speaking on the development, a senior government official stated that Kogi is working diligently to meet reform benchmarks set by the Federal Government in partnership with the World Bank. The SABER programme, launched in 2023, aims to create a more conducive business environment by incentivizing states to implement targeted reforms that facilitate private investment and economic growth.

According to the Kogi State Government, the implementation of SABER reforms is expected to significantly reduce bureaucratic bottlenecks, improve regulatory transparency, and streamline processes for business registration, property rights, tax systems, and access to infrastructure.

“We are fully aligned with the objectives of the SABER programme and are accelerating our reform efforts in areas such as digitization of services, land administration, and business licensing,” the statement read.

Kogi State’s proactive approach is expected to attract more local and foreign investment, enhance job creation, and stimulate MSME growth — in line with the broader national agenda for economic diversification and private sector development.

The World Bank, through the SABER programme, provides performance-based grants to states that demonstrate tangible progress in improving their business environments. The Kogi State Government says it remains focused on delivering results that will benefit entrepreneurs, investors, and the overall economy of the state.
