Abuja, Nigeria | September 6, 2025 – The Nigerian Bar Association (NBA) has instituted a legal action against the Inspector-General of Police, Kayode Egbetokun, at the Federal High Court in Abuja, challenging the continued enforcement of tinted-glass permits in the country.
In the suit, the NBA argued that the policy amounts to a violation of citizens’ fundamental rights, particularly the freedom of movement and protection from arbitrary harassment. The association maintained that the Nigeria Police Force has no constitutional authority to subject motorists to what it described as “discretionary and discriminatory enforcement.”
The lawyers further contended that while the Police claim the measure is aimed at curbing insecurity, it has in practice been abused, often leading to extortion and intimidation of motorists. According to the NBA, the requirement for tinted-glass permits not only infringes on rights but also lacks a clear legal framework.
The case, now before the Abuja Division of the Federal High Court, seeks a judicial declaration nullifying the practice and restraining the Police from further enforcing the permit system.
Legal analysts note that the outcome of the suit could have wide-reaching implications for motorists and law enforcement, potentially redefining the balance between public security measures and the protection of civil liberties in Nigeria.
