NCPWD Urges United Action to End Exclusion of Persons with Disabilities

August 29, 2025 — The Executive Secretary of the National Commission for Persons with Disabilities (NCPWD), Hon. Ayuba Burki Gufwan, has called for collective action to dismantle the barriers that continue to exclude millions of Nigerians living with disabilities.

Speaking at the 65th Annual General Conference of the Nigerian Bar Association (NBA) in Enugu, Gufwan described inclusion as both a moral obligation and a legal right, stressing that persons with disabilities remain marginalized in key areas such as education, employment, healthcare, and access to justice.

Citing sections 1, 3, and 29 of the Discrimination Against Persons with Disabilities (Prohibition) Act 2018, he reminded stakeholders of the law’s provisions which guarantee equal rights, unrestricted access to public premises, and fair employment opportunities for persons with disabilities.

He urged government agencies, civil society, and private sector players to promote accessibility, confront stereotypes, and adopt policies that protect and advance the rights of persons with disabilities.

“Breaking the chains of exclusion requires a collective effort and a commitment to creating a more inclusive society. We must recognize that disability is not inability,” Gufwan stated, emphasizing that people with disabilities bring unique skills, perspectives, and experiences that can significantly enrich Nigeria’s communities and workplaces.

The NCPWD boss further noted that about 35.5 million Nigerians live with disabilities, underscoring the urgent need for inclusive systems, accessible materials, and supportive services.

He assured that the Commission remains committed to collaborating with all stakeholders to advance the rights and inclusion of persons with disabilities, stressing that sustainable development cannot be achieved if a significant portion of the population is left behind.
