NEMA, NISS Forge Partnership on Institutional Capacity Building

Abuja, Nigeria – July 2025 

The National Emergency Management Agency (NEMA) and the Nigerian Institute for Security Studies (NISS) have announced plans to collaborate on enhancing institutional capacity for effective disaster management and national security response.

This strategic partnership was unveiled during a high-level meeting between the Director-General of NEMA, Mrs. Zubaida Umar, and the Commandant of NISS, Alhaji Ayodele Adeleke, at NEMA’s headquarters in Abuja.

Speaking at the meeting, Mrs. Umar emphasized the need for stronger institutional frameworks and professional development across Nigeria’s emergency management systems. She noted that building a resilient nation requires the fusion of disaster response strategies and security intelligence, making the partnership with NISS timely and impactful.

In his remarks, Commandant Adeleke lauded NEMA’s pivotal role in national disaster preparedness and response. He affirmed NISS’s readiness to collaborate in the areas of research, training, policy development, and intelligence-sharing to address evolving threats and humanitarian challenges.

The two agencies agreed to develop a comprehensive Memorandum of Understanding (MoU) that will cover knowledge exchange, joint capacity-building programmes, and cross-institutional training for personnel.

The partnership is expected to strengthen Nigeria’s ability to respond to complex emergencies, mitigate risks, and enhance the safety and well-being of citizens through integrated disaster and security management.
