Nigeria, Rwanda Sign Double Taxation Treaty to Boost Cross-Border Investment and Economic Integration

Abuja, Nigeria – June 2025

In a significant move aimed at deepening economic cooperation and promoting intra-African trade, the Federal Republic of Nigeria and the Republic of Rwanda have signed a historic Agreement on the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income.

The high-level signing ceremony, which took place on the sidelines of the 2025 Afreximbank Annual Meetings in Abuja, was presided over by Nigeria’s Minister of Finance and Coordinating Minister of the Economy, Mr. Wale Edun, and his Rwandan counterpart, Mr. Yusuf Murangwa, Minister of Finance and Economic Planning.

Mr. Edun described the agreement as a landmark development that aligns with Nigeria’s broader tax reform agenda and commitment to creating a business-friendly environment. “This treaty is a critical tool to eliminate the risk of double taxation, provide certainty for investors, and unlock capital flows necessary for economic transformation,” he said.

Highlighting the strategic importance of the pact, Mr. Murangwa noted that it reflects the shared ambition of both nations to foster a unified, investor-friendly Africa. “This is not just a tax treaty; it is a bridge for greater collaboration in trade, technology, and economic growth,” he remarked.

The agreement is expected to ease tax burdens on investors operating in both countries, simplify tax administration processes, and enhance transparency while curbing fiscal abuse. It will also strengthen investor confidence in key sectors such as agriculture, finance, logistics, and innovation.

Both ministers commended their respective technical teams for the diligence and professionalism that brought the treaty to fruition and reaffirmed their commitment to a prosperous, integrated African economy under the African Continental Free Trade Area (AfCFTA) framework.

This bilateral tax accord marks a new chapter in Nigeria-Rwanda relations and sets the stage for broader regional cooperation to spur sustainable development across the continent.
