NIMASA Shuts ShellPlux, TMDK Depots Over Security Breaches in Ijegun-Egba

The Nigerian Maritime Administration and Safety Agency (NIMASA) has sealed off ShellPlux and TMDK Terminals, two major petroleum products depots located in the Ijegun-Egba area of Lagos, citing serious violations of maritime and national security regulations.

According to a statement released by NIMASA, the decision followed a comprehensive audit and monitoring exercise, which revealed that the affected terminals failed to comply with the provisions of the International Ship and Port Facility Security (ISPS) Code — a critical framework for ensuring safety and preventing criminal activities around port facilities.

The Director-General of NIMASA, Dr. Dayo Mobereola, emphasized that the enforcement action was part of the agency’s renewed commitment to strengthening national maritime security and enforcing international protocols binding on Nigeria as a signatory to global safety conventions.

“Our mandate is clear. We will not compromise on safety and security standards within our maritime domain. The suspension of operations at ShellPlux and TMDK Terminals is to ensure that only compliant facilities remain operational,” Mobereola stated.

NIMASA officials further disclosed that the shut facilities were given prior warnings and opportunities to rectify observed lapses but failed to meet the minimum safety and security standards required for continued operations.

Industry stakeholders have applauded the agency’s action, describing it as a bold step toward restoring discipline and confidence in Nigeria’s petroleum logistics chain. The agency has reiterated that operations at the affected depots will only resume after full compliance with ISPS Code requirements is confirmed.

The enforcement is expected to serve as a warning to other terminal operators, as NIMASA intensifies efforts to safeguard Nigeria’s maritime assets and economic interests.
