Reps Urge FG to Investigate Quarry Companies Over Excessive Use of Explosives

The House of Representatives has called on the Federal Government to launch a probe into the excessive use of explosives by quarry companies across the country, particularly in the Federal Capital Territory (FCT).

The resolution followed a motion of urgent public importance moved during Thursday’s plenary by Hon. Tijani Ismail, who represents Ifelodun/Offa/Oyun Federal Constituency of Kwara State.

Raising concerns about the negative impact of quarry operations, Ismail specifically highlighted the activities of ZEBERCED Quarry, located along Arab Road in Kubwa, Abuja, which he said has caused significant environmental and structural damage in surrounding communities.

“The House is aware that the persistent detonation of explosives from the quarry has resulted in serious noise pollution, leading to auditory impairments, respiratory health issues, and psychological distress, especially among children and the elderly,” he stated.

The lawmaker further warned that continuous ground vibrations caused by frequent quarry blasts have weakened buildings and infrastructure, increasing the risk of structural collapse and endangering lives. He also pointed out that heavy-duty trucks transporting quarry materials have further deteriorated road conditions, contributing to frequent accidents and economic losses for residents.

The House noted that these activities contravene the Nigerian Minerals and Mining Act, 2007, which prohibits mining operations that pose risks to human life, property, and the environment under Sections 61 and 116. Additionally, the Environmental Impact Assessment Act of 1992 mandates proper assessment and mitigation planning for any industrial activity that could affect public health requirements that many quarry companies have allegedly ignored.

Despite these violations, Ismail lamented the lack of significant regulatory action to protect affected communities.

In response, the House directed its Committee on Solid Minerals to investigate ZEBERCED Quarry’s compliance with health and safety regulations, with the possibility of recommending an immediate revocation of its operating license if found guilty of endangering public health and safety.

Furthermore, the Committee on Solid Minerals has been tasked with summoning ZEBERCED Quarry’s management, the Federal Ministry of Mines and Steel Development, and other relevant agencies for a hearing to assess the environmental and health impact of quarry activities nationwide.
