Saudi Arabia Set to Enforce Mandatory National Address Requirement for All Deliveries from January 2026

Beginning January 1, 2026, delivery and courier companies operating within the Kingdom of Saudi Arabia will be required to strictly enforce a new regulation mandating that all shipments must include the recipient’s verified national address. The directive, issued by the Transport General Authority (TGA), is part of a broader initiative to improve the efficiency and reliability of the Kingdom’s logistics and delivery services.

According to the TGA, the enforcement of this policy is aimed at minimizing delivery delays, avoiding misrouted parcels, and eliminating the need for repeated follow-ups between delivery agents and customers. The national address system, introduced as a standardised location identification platform, plays a central role in the government’s digital transformation strategy, aligning with Vision 2030 objectives to enhance infrastructure and streamline e-commerce operations.

Going forward, delivery service providers — both domestic and international — will be expected to reject any parcel that lacks a complete and verifiable national address. This move, authorities say, is essential to support the rapid growth of online shopping and logistics in the Kingdom, while also promoting accountability and accuracy in last-mile delivery processes.

The TGA has urged individuals and businesses to ensure that their addresses are properly registered and up to date within the national address system. Customers who fail to comply with the new rule risk having their packages delayed or outright rejected by delivery firms.

Industry stakeholders have been notified well in advance to adjust their operational systems, and logistics firms are expected to integrate national address verification into their shipping protocols ahead of the 2026 deadline. The policy is expected to ease the burden on delivery personnel who often face challenges locating customers due to incomplete or incorrect address information.

With this regulation, Saudi Arabia becomes one of the few countries in the region to institutionalize a unified addressing system as a compulsory requirement for logistics operations. The Transport General Authority has assured the public that further awareness campaigns will be rolled out in the coming months to assist residents and businesses in adapting smoothly to the new standard.
