The municipal government of Toyoake has drafted an ordinance urging residents to limit smartphone use to two hours per day outside work or school in a bid to promote healthier digital habits.
The proposal, scheduled for deliberation at the city assembly, sets voluntary guidelines without penalties. If approved, the measure would take effect on October 1, 2025.
The draft further recommends that elementary school children stop using smartphones by 9:00 p.m., while junior high students and older students should refrain after 10:00 p.m. City officials say the initiative is aimed at protecting sleep quality, mental health, and family life.
Toyoake’s approach follows Japan’s tradition of non-binding lifestyle ordinances, relying on public awareness rather than legal enforcemnt.
