NUPRC Refutes Bribery Allegations, Affirms Transparency in 2024 Oil Licensing Bid Round

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has categorically denied allegations of collecting bribes during the 2024 oil licensing bid round, dismissing the claims as baseless and malicious. In a statement released to clarify its position, the Commission emphasized that the bid process adhered strictly to global best practices and the provisions of the Petroleum Industry Act (PIA), with advanced digital systems deployed to ensure transparency and eliminate human interference.

NUPRC Chairman Bashiru Indabawa highlighted that the exercise was Nigeria’s most transparent oil licensing round in seven decades, featuring live televised evaluations and oversight from stakeholders, including the Nigerian Extractive Industry Transparency Initiative (NEITI), government ministries, and international observers.

The Commission detailed how the commercial bid phase utilized encrypted, computer-based assessments to evaluate parameters such as signature bonuses and work program commitments, with results announced publicly in real time. Anti-corruption group Transparency Network in Nigeria (TNN) defended the integrity of the process, noting that the digitized framework left no room for manipulation.

Dr. Mustapha Jibrin of TNN criticized the allegations as uninformed, stressing that bidders underwent rigorous financial and technical vetting, including proof of a $200 million turnover or $50 million bank guarantee and verifiable operational experience.

NUPRC Chief Executive Gbenga Komolafe and Felak Concept Group CEO Aisha Achimugu were specifically cleared of bias accusations, with the Commission asserting that the outcomes were determined solely through automated systems. The agency reiterated its commitment to accountability, urging media outlets to verify claims before publication to avoid spreading misinformation. It further argued that the allegations appeared politically motivated, aimed at undermining reforms in Nigeria’s oil sector under President Bola Tinubu’s administration. The Commission concluded by reaffirming its dedication to transparency and stakeholder collaboration in advancing the nation’s energy goals.
