Rubio: “She Will Not Be Allowed Into the U.S.” Over Visa Rules

July 9, 2025 — U.S. Secretary of State Marco Rubio has made clear that certain individuals will be denied entry into the United States under tightened visa restrictions targeting foreign nationals deemed “troublemakers.”

Speaking before the Senate Foreign Relations Committee, Rubio emphasized that U.S. visas are privileges, not rights, stating, “They will not be allowed to enter the United States” if they pose security risks or engage in harmful activities.

The policy marks a strategic shift towards stricter control, empowering the U.S. to deny visas based on individuals’ actions—especially those undermining free speech, national security, or U.S. democratic values.

Rubio further noted that the U.S. reserves the right to refuse visas to foreign officials who have participated in censoring Americans abroad or restricting rights through “global content moderation.”

This announcement aligns with broader visa reforms, including the revocation of 4,000 student visas and additional scrutiny on applicants connected to sanctioned or oppressive regimes.
