Tinubu Grants ICRC New Powers to Regulate PPP Project Approvals Below ₦20 Billion

President Bola Ahmed Tinubu has approved a significant policy reform empowering the Infrastructure Concession Regulatory Commission (ICRC) to establish and oversee approval thresholds for Public-Private Partnership (PPP) projects across federal Ministries, Departments, and Agencies (MDAs).

Under the new directive, MDAs are now authorised to approve PPP projects valued below ₦20 billion, provided such projects comply strictly with the ICRC’s prescribed guidelines and receive proper certification.

The decision, according to the presidency, is aimed at accelerating infrastructure development, deepening private sector participation, and enhancing regulatory efficiency in the nation’s PPP framework.

By decentralising approval powers for mid-sized projects while retaining oversight through ICRC, the Federal Government hopes to fast-track implementation timelines, reduce bureaucratic bottlenecks, and promote transparency in project delivery.

ICRC is expected to issue detailed compliance protocols to guide MDAs in screening, structuring, and executing qualifying PPP projects.
