UN General Assembly passes resolution backing New York Declaration on Palestine, two‑state solution; vote tally: 142‑10‑12

In a major decision on September 14, 2025, the United Nations General Assembly adopted a resolution endorsing the “New York Declaration on the Peaceful Settlement of the Question of Palestine and the Implementation of the Two‑State Solution,” with 142 member states voting in favour, 10 against, and 12 abstaining.

The declaration, jointly sponsored by France and Saudi Arabia, lays out a roadmap for peace between Israel and Palestine. It includes key demands such as disarmament of Hamas, an immediate ceasefire in Gaza, the release of all hostages, and the transfer of authority in Gaza to the Palestinian Authority under international supervision.

It also specifically condemns the attacks carried out by Hamas on October 7, 2023, as well as the suffering of civilians resulting from the Israeli military operations in Gaza, citing damage to infrastructure, humanitarian crisis and a protection crisis among the civilian population.

Israel and the United States were among the 10 states that opposed the resolution, while 12 others did not vote either way. The resolution is non‑binding but seen by many diplomatic analysts as a strong statement of international will toward ending the conflict through the two‑state solution.

As the world watches, this resolution comes ahead of a scheduled high‑level summit at the UN on September 22, where recognition of a Palestinian state is expected to be a key item for several countries.
